Nicolas Sarkozy goes up again in first line to defend the reform of the hospital, violently attacked in recent weeks. The President of the Republic is moving to the CHU in Nancy today. Last night, he announced new amendments to the Bill Bachelot which are actions against doctors. The Executive attempts for several weeks to extinguish the fire, while the text is debated in the Senate from this afternoon. A new day of strike and demonstrations of hospital practitioners and all of the personal is scheduled Thursday.
The claims of the protesters are very wide, but doctors criticize especially too much authority to managers and administration, to the detriment, they say, the caregivers.

"Past arbitrations.
"The Hospital Act is not legislation antimédecins, said Nicolas Sarkozy in the Elysee Palace, before a floor of managers and practitioners. Person has never said that the hospital should become a business. Neither the Director an absolute despot. "The head of State has approved the substance of the measures advocated by the Marescaux commission to reform the CHU. They reinforce the role of physicians and those responsible for research and teaching in management (see opposite). "Things are are clarified", welcomed the doctor and MP UMP Bernard Debré, who was very critical to date.
The Elysee has also announced a new concession to the medical in all hospitals authority, that they be CHU or not. Physician members of the Executive Board will be well named, as expected, by the Director. But it will have to choose them from a list proposed by the President of the medical commission, i.e. the representative of the physicians.
The Senate will turn endorse other measures, approved by the Executive, which reinforce the role of health professionals in the establishment ("Les Echos" from May 4). These "past arbitrations" Elysian will be introduced in the legislation in the Senate through amendments of the Government. They cause irritation of the hospital management, for which directors will be "bound on all sides." They denounce "reform for nothing" (read here).
Mobilized liberal practitioners
However, will these declines be sufficient to calm doctors Nothing is less sure, because the challenge far beyond the framework of the Bachelot law. The Minister of health is hammering the downsizing of the public hospital progress overall, most health professionals who are mobilizing Thursday also oppose deletions of posts recently announced in some institutions, such as the Paris hospitals. The Government also faces the grumbling of liberal doctors. Because the Minister intends to reintroduce a measure in the legislation to better distribute the practitioners in the territory, by taxing, if necessary, the practitioners who would not accept to exercise a part of their time in shortage areas. Is extremely rare, the Confederation of French medical unions (CSMF), which defends the Liberals endorsed hospital doctors and doctors-councils of Medicare to criticize the text (see page 17).
Anxious to give committed on its health policy, Nicolas Sarkozy has also indicated that it "to mean in a few weeks, a few months in the creation of a fifth risk" for the taking in charge of dependency, while the site has taken very late because of the escalation of the social deficits.
